unfortunate. There was also some corruption through some of these doctors' clinics. They would come in very impressively and would take the young man out to dinner, saying, “How would you like to leave the Commission and come to work with me?” They'd offer prospects of attachment to an insurance company at a big salary and with a great future. It was very easy to do. Neither Lewy nor Johnson could ever be touched by it, but there were some others who were touchable.

We began to smell rats and fear that things weren't right. We had to have a little investigation of the bureau and of the possibility of reorganization. It was one of the most painful things we ever went through.

It was at that period that the Sackett Street Racket began to make itself felt in our Medical Division. Sackett Street is in Brooklyn. A great many of the narcotics peddlers, black marketeers, petty criminals and I guess major ones for a period lived on Sackett Street. Among other people who lived there were a lot of shyster lawyers and a lot of shyster doctors. The doctors who were available to some people who didn't want to go in the army when drafted and who could make their arms or legs swell up when they went for their medicals lived on Sackett Street very often.
