We began to have a number of cases, which originally created no suspicion, which our medical men didn't spot - whether they were on to it and should have spotted it, I never have known. There were cases where arms would swell up. We'd have a man with a swelling of the arm that couldn't be reduced. He'd come in for his monthly examination and hearing and be still disabled. His arm was still disabled, still swollen. He's have to have more medical treatment and the case was continued. He'd continue to get his compensation. We had a good many of those.

We had so many that some insurance company, I think the Travelers, caught onto it, or thought they caught onto it. They had lots of money and they put an investigator out. They turned up some very unfavorable and very terrible evidence as to these Sackett Street doctors who were walking hand in glove with a few Sackett Street shyster lawyers and were making phony extended injuries. You couldn't do it unless you had a person who was injured in the first place, because the employer reported the accident. However, a very trifling accident with trifling injuries could be span out to a lot of money.

Our medical men had not spotted that either, so all together we had a painful reorganization there. We had a lot of shifting around. We made some new rules and regulations.
