Gibbs, who put it together, were the final people who handled and sold it to them. The State of Pennsylvania at present has that in the state archives, because that's what we put into the New York code and the other states have more or less copied our code. If Alaska has a code, and I hope they have, that's also on file in the Alaska archives. The boiler inspection can't be made without access to that pedigree. It's a very expert job to inspect a boiler and determine whether or not it's past the factor of safety stage in the pressures.

I just cite that as an example of what we did from '26-'28. I know that code was being passed. When it was to be done, I sent for John Sullivan and we talked over all the trades that would be involved in the making and handling of boilers. It was of great interest to the stationary engineers and the operating engineers, who have good, strong unions, to have a boiler code that is absolutely right, because they're going to suffer if it isn't, as the boiler is going to blow up. Then I thought there should be somebody from the people who build the boilers and who know the tricks of the trade of the building. There was no one union in that. That covered a lot of little mixed-up unions and they didn't have very strong representation. So we picked some people by hand - John Sullivan and I.
