He was the head of the AF of L and he picked some people who were competent. There was no complete union coverage of the field where boilers were built. We dealt with that.

We met and we met and we met. They had a voice and a vote on everything that was recommended for the Boiler Code. We finally got a code and we took it out to public hearings. Then what I would do, as Chairman of the Industrial Board, was to alert in every city where we were going to hold a hearing through the union officers the members of the unions that were going to be affected by that in those cities to come to the hearing, because there were going to be plenty of people appearing in the hearing against it. Of course it was my duty to select the cities and we always tried to make a pattern that was fair so that all possible parts of the state would have a hearing, as you couldn't hold one in every city. They would come. I would always say, “Now, you've got to coach your people. I don't know how much they know. You better coach them about it. This is a very difficult code. They must be up on it technically if they're going to support it, because charges will be made that it's too tough.”
