friends. Some of the Democratic leaders of the State of New York may not think that I'll help their friends too much. I don't think they'll have perfect confidence in me to help their friends.”

I remember he laughed heartily and thought that was a little joke on my part. We understood that they don't have to help their friends. It's all right. They are low people who want that kind of thing.

I told him what my ideas were about the Department. I told him how bad Hamilton had been. Somewhere I have some notes on that conversation. I don't know where they are, maybe in Maine, but I know I made notes on it because it was a very interesting conversation to me. It was interesting, first, because I realized how much he had picked up and how much he knew of what had gone on during the Smith administration. He must have known from the Director of the Budget that I had borne the whole burden of preparing the budget for the Department. He knew some of the things that I had done and that I alone was responsible for in the Department. He knew how bad Hamilton was and he knew why he was so bad. He gave a very good analysis of Hamilton.

We'd had some difficulty with the Chief Counsel who was appointed by the Attorney General to serve in the Labor
