She was very, very made-up, with mascara on her eyelashes. She wore very tight-fitting suits, with very fussy blouses and very fancy hats. She didn't look business-like at all. She had one of these rough hoarse voices. I don't know where they get them, but they're kind of fish-wifey voices. She was pretty vulgar in her general expression and was purely a Tammany Hall recommendation and appointment. I forget which district she came from, but she was a great Tammany Hall worker and always had been.

She had extraordinary energy in her. Once given a directive, an idea, a comprehension of what it was that might be done she could go after it hammer and tongs. I discovered this. She had just kind of floated around and not done much. She used to come to me and complain because she didn't get any good assignments. She would sit down and talk politics. I really didn't think she could do much. Everybody in the Factory Inspection Division thought she was a buttinsky, a dumbbell. They paid no attention to her and didn't try to use her.

I once had something that bothered me but I couldn't get any information on it from the Factory Division. I had gotten two anonymous complaints to say that this was a great Department, the factory inspector came in, the proprietor of the factory took him in his office, where
