they had a drink, talked and in the twenty minutes they were gassing in the office all the people who were working illegally got out the other door, and didn't I know that if we sent our inspectors around after six o'clock they'd find something? They'd find women working overtime, children working illegally and so on.

Anyhow, I got two complaints that were in the same factory inspector's district. I had learned by this time that it was useless to try to make an investigation of a factory inspector through the Chief of the Factory Inspection Division. He was a Republican and a perfectly good man. I suddenly got the idea that I would just borrow somebody to go and make a kind of snoop investigation who would think it was fun.

So I borrowed Lillian Sire. I told her I had these anonymous complaints. I swore her to secrecy, telling her that it was absolutely against the good of the country if she should let it be known. She was to find out if there was anything to the complaints. She hated the Chief Factory Inspector because he was a Republican. Everybody in the top levels of the Factory Inspection Division was a Republican. They were all civil servants and we never moved them. She was Tammany and disliked all Republicans so she went at it.

It was a gumshoe type of investigation and not open and frank. She just slipped up and got to the proper floor
