point. I'm not sure that the matter was ever fully solved.

I started on this line of discussion to show how much was going on during this period. It seemed to us that there was always something happening in so big a state with such variety of exposures. The mere making of a code put such a burden of obligation for study of the particular industry or operation upon those members of the Board who felt the obligation, as I did certainly, that it kept us busy. For instance, we had a code up with relation to the regulation of poisonous gasses and fumes for the prevention of the illnesses that arise from them. One of the great things that we struck was the then just beginning spray painting. I've already desoribed that and that was what we ran into in the development of codes. I would have to go and look at it and study it myself. I would never be content any other way.

I could get Mr. Edwards to go with me occasionally. He was interested enough to go once in a while. I thought he was a very effective member of the Board and felt very warmly about him. Mr. Cullen was the practical member. He was finally appointed in Higgins's place. Richard Cullen was Senator Bob Wagner's closest friend. They'd grown up together and he adored Bob Wagner. I think they'd married sisters, but I'm not so sure. Anyhow, their wives were related. He was not much of a brain, I may say, but he
