I think the same type of mind studies a problem for which it has responsibility in much the same way. He wants to know what are the human values in this and who are the people who are operating here. He was not a scientific mind and he never had a scientific approach.

I was often asked to stay overnight at the Executive Mansion. I kept my principal office in New York City, although Albany was the capital. That question was always being raised - should the principal office of the Department of Labor be moved to Albany? Actually the two large industrial cities were New York, with all of its satellites, and Buffalo, which included Rochester. Those two cities are so close that they form one industrial area. That takes in again a lot of outlying places like Jamestown, Salamanca and that kind of thing. Whereas, around Albany, except for the General Electric plant at Schenectady and a few collar and shirt factories over in Troy, there was very little industry. It was not an industrial area. You were a long way off from the people who were concerned about industrial problems in Albany, whereas you were close to it if you kept your office in New York.
