They would give him one week more and then he would have to take a job as a dish washer because he wouldn't be carried any longer. He would say, “Yes ma'am,” or “Yes, sir.” She would give him a slip which meant that he could go across the street to the unemployment insurance office where they paid out the money and get his money. The adjudication had been made and he was entitled to his week's allowance. He would get his money at the window and a receipt for it.

All those slips of paper had to go to Kew eventually and were all in this enormous building. That didn't seem to have anything to do with intelligent, effective and direct operations. That's the thing that always has amazed me about the British. Whatever they do, no matter how complicated it may be in its records, in its operation it's not complicated. It's very simple. It's much simpler than ours. The people are not as conscious of the red tape as we are in our quick, efficient way with everything all reduced to formulas, forms, symbols like 0257.1, which doesn't mean 0257.1, but means that this is the authority by law, by executive order or by rule of a commission by which you do this. We just tie the red tape and we write letters that are so full of red tape that people don't know whether they're entitled to their money or not, or whether they're just getting a brush-off.
