by the Commissioner or the Governor but it reported to the Commissioner and advised the Commissioner on such matters as he put before them and asked their advice on. It didn't have any independent advisory function, but it was specifically stated in the law that it had a special function of advising and knowing about all civil service matters in the whole Department of Labor.
So I sent them telegrams, or telephoned them, and asked them to come in the next morning, which they did. The Governor thought that was an extremely good idea. We put everything before them. I immediately fired the two people who had been found not okay. The Governor gave that out. It was very decent of him to say, “I'll give that out and that's better than you protesting about yourself.” We put everything before the advisory committee. We had the State Fund people over. We laid all the charges, all the investigation information and so forth before them.
In about two days of study they drew up a fine document in which they stated what the case was, that there had been two unfaithful people who were operating in the biggest racket in the State of New York. The two people in the State Fund who had fallen into temptation were people who had to deal with the biggest racket in the State of New York - that is, this window cleaners' racket. They had
