“Oh, yes,” or “Oh, no,” as the case might be. It was a curious facial expression. He said, “Well, I don't know. Want to think about that and look into it, Harold.”
I remember that on more than one occasion Harold made a vigorous defense of Moses in Cabinet meeting. Both Jim Farley and the President would say, “He's impossible, Harold. He's impossible. You don't want to get tied up with him. He's impossible.”
Ickes was pretty stubborn himself. He went right ahead with his project planning. Then there came the time when he was insistent about its being approved. The President said, “Well, we'll have to consult the military. That's a very important channel.”
“That's all right, Mr. President,” said Harold. “We've figured out everything. It will not interfere with the operation of ships.”
“Well, I'd like to think about it.”
The next thing I knew the division of harbors and inland waterways in the army engineers had been drawn into it. They have charge of all that. If you want a bridge built across a navigable river, if you want the channel of a navigable river drained, if you want an island in a navigable river blown up, you have to get the army engineers to make an elaborate study of it and recommend it.
