Whalen had to do that kind of thing for Walker, because Walker's effervescence wasn't always suitable for the occasion. He kept him within the limits of suitability and gave him great air. Walker rose to it. He had a natural talent for public relations and public appearances. When it was dramatic, he could be dramatic too. He could do it as well as the rest of them did.

I'll never forget going to some Mass at St. Patrick's where the mayor came in. I don't remember now what it was, but it was a ceremonial Mass celebrating some occasion. I remember the mayor walking in with such dignity, and oh, such beautiful morning clothes, a beautiful Chesterfield overcoat, a shiny silk hat with the exactly proper shade of gray gloves. They really did look like something - he and Grover. It seems to me that the other leading city officials were dressed more or less in keeping. I think Grover Whalen used to see that they didn't look like a lot of lumps, as the present mayor (Vincent Impelliterri) does. I hate to say it, but he looks like a lump when he goes to a ceremony or anything.

LaGuardia also looked like a lump. LaGuardia had a heart of gold and we all knew it. He also had a mind. He
