interchange of references. That is, if a man applied for a job in the Buffalo office and there was no job of that kind there, the call was transferred to Rochester, or Syracuse. In other words, we had a reference system. We had mass placement jobs turned in, where a hundred men would be employed for a brief time. We did a respectable job. I had complained to him about this little picayune operation of the federal government, which never would tell us what they were doing, or whether they were getting jobs for anybody besides veterans. This man in Rochester had the title of head of the federal employment office for the State of New York. I, as Industrial Commissioner, was ex officio the Director of the federal office in New York, but nobody consulted me about the appointment of this man. The way they kept their contact with the states was that the head of the Department of Labor in every state was appointed ex officio the Director of the Employment Service, but they did what they pleased and it operated from Washington.
I told Roosevelt it was a low comedy affair and that there wasn't anything to it. I called his attention to the wrong, misleading, and, I thought, deliberately faked figures which President Hoover had give out with regard to employment and unemployment.
