“But,” I said, “part of your genius has been that you've been able to establish good relations where there were poor relations. With your help, if you're willing to take a hand with the Governors, then I think that I can follow through. I think the Secretary of Labor could follow through with approaches to the states that would build up a relationship for friendship and good will and mutual rust. We could gradually improve their legislation and persuade these nine states that have no workmen's compensation law to pass appropriate workmen's compensation laws.
“There are quite a good many states that have no labor departments at all. I think that we probably could persuade them gradually to establish labor departments and take some field of action.”
He said, “Well, it's a good idea. I don't know how you'll do it, but it's all right. Sure that's all right. I agree to do that. You have to invent the way to do these things. Don't expect too much help from me.”
I said, “All I expect from you at the beginning is that you call a Governors' conference and that among the items mentioned will be some of these things that I have in mind. I'd like you to lay the path, to make it possible for the Secretary of Labor to approach the Departments of Labor in those states.”
