I said, “It's impossible to say how much good it would do. The government's purchases are only one of many thousands and millions of purchases, but it's an example and it might do some good. It would certainly tend to stabilize certain industries.”
I had also said to him, “We'll have to completely reorganize and revise the Bureau of Labor Statistics, shake it all up and get it on a decent and effective level. Will you support it because it will cost money?”
“Yes,” he said. He would. He saw how we could do it, because the people had already become mad at Hoover's figures on unemployment. So the strengthening of that was good.
I told him that I didn't know what to recommend about the Immigration Bureau. I was horrified at what I had learned about it. I said that the Wickersham report, which had been made the year before on law enforcement in the United States, was a brilliant and good report. We all knew George Wickersham. In the course of previous years I had talked with him about this section on immigration. He said it was worse than we realized. I said, “We'll have to do something about that. We'll have to reform that. I don't know what to recommend.”
“That's all right,” he said. “You can always do that.”
I said, “All right, then that's what we should do. Nothing like this has ever been done in the United States
