the Immigration Service. Secretary Doak put so many butinskeys in there that Husband can hardly function at all. He'd divided it all up and secretly appointed somebody to be in charge of something and somebody else to be in charge of something else.”

I said, “Well, I noticed this morning that seven people said they were in charge of immigration.”

He said, “That's just it. Doak puts them in charge of special branches and Husband doesn't even know they've been put in charge of it. They refuse to report to him and they don't report to him.
