I said, “It isn't men as high up as William Green?”

“Oh' no, no. It's the men who are head of the international unions, or the secretaries of them, or the assistant secretaries, or something or other. They just spend the time talking.”

“Do they ever develop any ideas?”

“Never heard of any coming from them. It's just an old custom I take it. Kerwin's a nice fellow, but he doesn't ever do anything.”

I said, “Of course, I've known some of the conciliators that came from the Department of Labor. I've known them when they came to New York on cases. I Never knew to what extent Mr. Kerwin was responsible for them.”

He said, “Kerwin is supposed to be responsible for them, but he never knows where they are. You just try to find one of his conciliators. He never has the remotest idea where they are. If they did something really bad you couldn't trace it through Kerwin. They've never been sent to that place. If you want to find some of them. You'd better call up the town where they live in west Chester, Pennsylvania, or some such place. You'll find them there. If it's really necessary to find one of them we burn up the long distance telephones. It's very rarely necessary to find one of them nowadays.”
