inspectors of the whole country had an association through which they circulated little bulletins, new items, and things. I got a telegram from him thanking me and praising me, saying it was most encouraging step and that the Immigration Service would do its full duty, and so forth and so on.
Then I began to hear from all the others. Their morale went up like chain lightning. I sent for Wixon within a few days. He had been a man buried way down somewhere. I'd heard from somebody that he was a pretty intelligent man so I sent for him and he came in. Tears almost rolled down his cheeks. He said, “I'm so glad to see the Secretary of Labor. I've been working in this Department all years and haven't seen the Secretary. I think I know something about this.” He did know. He knew his job. He was a good man. He was a good operator.
None of them were miracles of liberalism. Their hearts didn't bleed for the immigrants, but they liked things to be done right and not crooked. They were horrified at the shakedown. I learned more from them about the way that immigrants were shaken down by this Section 24 squad. I sometimes wonder if I shouldn't have taken them all and had them indicted and sent them to jail or various things. But at the moment I was in a hurry to get ahead. I only
