So on the eighth of March I issued them a notice and separated all of them from the service, abolishing the operation. The operation itself was discontinued and the regular Immigration Service directed to take over all the files, records and everything else. It was as quick as that and it was a surprise to them.
I talked to Roosevelt about what I found in the Department, but I didn't have much of a conference with him about that. I just told him. He thought it was funny. I suppose I made light of it. It's very hard for me to take this first week or two with any consecutiveness, because, after all, the telephone does operate and one could speak to the President on the telephone briefly about many thins as they came along, without waiting for a conference day. Also, there were Cabinet or part-Cabinet meetings. There were committees meeting constantly. So I can't really tell on what day I saw the President alone. It was certainly during the first week.
One must remember that I was still not moved down to Washington. I had come to Washington not anticipating that I would stay. I had thought I would go back for two weeks and then come down. So I was not moved down and had no real place to live. I moved to the Woman's University Club rather promptly because it was more private and also cheaper.
