they call it. They couldn't be fired without making charges against every one of them individually.

The way I got rid of them was Robe Carl White's idea. I wouldn't have thought of this brilliant idea. He said to me, “There's a special appropriation to support this operation. $200,000 was appropriated. That $200,000 will lapse on the 15th of March. They've spent it all. There's just $12,000 left in the fund and that isn't enough to pay seventy-four men their wages, and we owe traveling expenses besides. You haven't got any more money.”

I said, “Oh, so you mean the function can be eliminated because there's no money.”

“That's right. Now, I think I own it to you to tell you that if you will make an application and go before Congress and ask for $100,000 on the ground that the money has been all spent, they will give it to you without a minute's thought or questioning.”

I said, “I think I won't do that, Mr. White. The Roosevelt administration is for economy. I couldn't possibly ask for more money for this function which I don't think necessary. Of course, I couldn't pledge any more money to these men. They'll have to go because there's no money to pay them.”
