do you mean by building up this lousy Governor? He's a Republican. Don't you know that?”
Yet for the actual operation you really had to have the state machinery operating it. Most of the states had health departments. Sometime a they had welfare or charitable departments. Not all states had those, but some of them did. To operate through them was the most convenient and appropriate way to operate. You didn't have to set up a whole new governmental system in order to reach out into these areas. You could reach directly to the State Department of Charities, or the State Department of Health, and you had something that was there and legal. The salaries were pad by the state. You might be giving them directions, instructions and suggestions, but they could and would do it.
It was out of that that this grant to the states idea began, because the federal government had the money from appropriations from Congress. The question was how much would each state get and their programs had to be approved. All that came later, however, and at the Governors' meeting in the first week certainly no such thoughts of how the thing would operate were expressed, except that it would operate through the Governors. The Governors would participate. I just threw out this idea that we should have known that it foreshadowed some trouble with the Senators, but I didn't
