know it and I don't think Roosevelt took it in. Certainly if he did, he ignored it. He was sure it had to be done through the Governors and the promises were made to them.
Even Jump Farley wouldn't have know this. Jim Farley had been a state operator too. He'd come out of the state government. I don't believe that that aspect of politics had ever been demonstrated before. Even such an old hand as Hull didn't know it, and anyhow Hull wasn't in on this. The State Department wasn't involved in this and Cabinet officers don't discuss anything that isn't strictly in their area of responsibility. I don't think that Hull even came to this meeting. There was nothing that he wanted the Governors' advice on. It would have been most improper to even ask him. You might have been embarrassing him. You didn't even want to get to out on the floor for informal discussion. Cabinet officers don't butt in on things that are not strictly in their area of influence and responsibility.
I'm really pretty sure that nobody gave it a thought. I don't think that Jim thought of it as a political problem until after it arose. To say something for Jim Farley's common sense and stability, when it aid arise several months later, he on the whole undertook to reconcile Senators and national committeemen.
