where the Governor would appoint some of the state Democratic committee members on whatever boards and committees were set up. I don't mean to say that suggestions weren't made. They were, but on the whole Jim took it and tried to ameliorate the situation so that the tensions would disappear.

But one of this prevailing and continuing objections that members of Congress had, and will tell you today they had, about the WPA, which was the relief project finally arrived at, was that it didn't go through them. A lot of people that were opposed to them got a hold of it. A lot of people that shouldn't have been appointed got appointed. When they “shouldn't” they imply that they were bad and no good, but they really belonged to the opposite faction.

This is wandering ahead of describing what happened at the Governors' meeting, which adjourned at the close of the day, leaving everybody somewhat exhausted. There were no definite agreements made, but a lot of good will was generated.

The days moved vary quickly at this period. In the Department I was trying to get my feet on the earth. I had already, by the 8th, abolished the whole squad that had operated under Section 24. I don't think I've gone into, and this is just a further illustration of the mess, the episode that I ran into on the day after I had abolished them.
