I had had a designation as Federal Director of the U.S. Employment Service for the State of New York. That was ex officio. I had seen him and thought he was not too good. As I saw him close up and tried to get information from him as to what his bureau was doing, where his offices were, how many applicants they had, how many placements they had, how he selected the head of his offices, and so on, I got more and more discouraged over making anything out of the outfit that was there. It just seemed to me that it was a phone organization. There wasn't anything being done.
They had given some jobs to a number of people and they had whole series of veterans that they called veterans' placement officers. These poor veterans' placement officers often wanted to do a good job, but they never had any materials to do it with. There was practically no application being made. There was certainly no effort to canvass the local employers to see if there would be a job here or there. It was an utterly useless organization, It was terrible. I had made up my mind that I had to get rid of this as soon as possible. I think I even told Mr. John Alpine within a very few days, a couple or days, that of course I was glad to have known him, but I knew that he understood the political situation.
