They had great difficulty getting the ships that were carrying troops turned around, particularly those carrying supplies. The supply ships were not getting to France in the time in which they ought to. There was terrific lost time and motion in the turn around for the ship, in the loading and unloading, and in providing the supplies. Anyway, he was sent to New York to unravel that and he unravelled it. I can remember seeing just miles and miles and miles off right cars in the New Jersey freight yards. All the yard space and some of the actual railroading space was occupied by freight cars waiting to unload into ships that either weren't there or weren't ready to receive the goods. It was terrible, a big scandal.
Well, MacCormack solved that problem. I don't remember now how he did it, but it was brilliant, a kind of tour de force. He got decorated for it. It was the vital thing at the moment. He broke that jam and got it all organized.
Then the war was over and then he was kept in Europe by the government handling supplies. Somebody on the Peace Conference end of it, probably in the State Department, was asked to go up into Estonia, Lithuania and Latvia. These were the three Baltic provinces that were petitioning to be countries. He was asked to make a study
