goes in to investigate the conditions of the work of women in the textile industry. It issues a report and a recommendation and that's all it can do. It doesn't deal with the individuals that it makes inquiries of in making its investigations.
If you're going to study the textile industry, for instance, or if you're going to make a cost of living survey for the Bureau of Labor Statistics, you seek specialized advice and cooperation from a number of different organizations. Among them will be the labor unions that in a particular area of your inquiry are most prominent. That is, you wouldn't make a study of the textile industry without getting in touch with the leaders of the two textile unions which then existed. They might both be at swords points and neither of them might have a very large membership in the textile industry, still they both existed and had some accumulated knowledge of how things were done, where you'd find the best conditions, and all that sort of thing. You always made a liaison with the unions for that kind of a study and in the cost of living studies we always have had a liaison advisory relationship with the labor unions in the particular cities that we were going to use for the test questioning.
