under me. I don't know about the Department previous to 1933, although I'm quite sure that they also had this liaison relationship. The women's Bureau always did that, and the Bureau of Labor Statistics always did that. The Bureau of Labor Statistics also made a contact with the Retail Grocers' Association and with a number of other organizations that had special knowledge of buying habits of the particular wage groups. You'd often find that the buying habits in food would be very different as between an Italian background community and a midwestern all-American community. You have to take account of those in making a cost of living study. You have to take account of buying habits in order to get the right products.

So the AF of L and other unions were interested in the Department. The AF of L had been petitioning the government from the 1870s on to have a Labor Department. They'd been stating that they wanted a Labor Department. They finally got a Bureau of Labor in the Department of the Interior.
