Labor Department. Moreover, this is a new department and I can have some standing because it's new. I won't be pushed in a corner.”
The president thought that was a very funny remark. Also, she said, in defending it to other people, “After all, the Labor Department is the poor people's department. That's where the children's Bureau should go.”
So they added that by executive order to the new department. Then they had to give the Department some body and substance. That was why they put immigration and naturalization over there. Naturalization and immigration had been in the Treasury, which is as good a place as any for it. It's an old government enterprise. But you couldn't justify the establishment of a secretary, assistant secretaries, equipage and all the other things that go with a Cabinet office, for a little measly department spending a few thousand dollars. You had to put something into it that gave it bulk. The controller general is the one that selected the immigration and Naturalization Service and said, “that's a big bureau, has a lot of money, employs a lot of people. It will give this new Department body, substance and some reality. It will justify the expenditures that we're going to make on it.“
