such as unemployment insurance, old age assistance and so forth to take people out of the labor markets, as well as child labor laws to take young people out of the labor market. I discussed some of the possible legislative measures - the Black Bill, the regulation of hours and so forth.

I introduced the various possibilities to try to pin them down to a discussion where they would try to make some competent contributions. I had a little difficulty getting them started. I said, “We want the freest kind of discussion. We will not agree today on anything - at least not this morning. Perhaps at this afternoon's session we can agree on a few items which should be done immediately. The President would like you to appoint a committee which could go over and explain it to him. We'll put it into a good form and go over and explain it to the President either this afternoon or tomorrow, as you see fit.

Well, they said, they couldn't get anything done that day but would have to have a second day. So I agreed that that would be quite clear. Labor people can never do anything in one day. They spend too long a time on parliamentary procedure. So we agreed that we wouldn't present anything to the President until the second day. I knew perfectly well that they wanted an evening to talk things over among
