it couldn't occur. Each union had its own officers, its own special preserves. One union worked one side of the street and somebody else worked the other. They couldn't possibly have gotten together.
At any rate, the garment workers needed to be in that federation, it seemed to me, and not out of it. They would still be independent unions, of course, just being members of the federation, but having their own by-laws, their own rules, and so forth. Of course, the great thing the federation does and the great value of it as an enterprise, besides cooperation between the unions in times of trouble, is that it has got the power to settle jurisdictional disputes between various unions. Under its powers the Executive Committee can say what belongs to which union and can pretty well enforce it - not completely, of course, but their rulings are generally accepted. They have been instrumental in preventing over-lapping jurisdictions.
So I began to think about all this terms in of bringing Hillman's outfit into the AF of L. With the coming of the NRA and the coming of the appointment of the labor committee of NRA, I also appointed Hillman on that and made Wolman the chairman of it. When it broke down as a self-governing body and I had to appoint someone as a chairman in order to get something done, I appointed Wolman. He was first an
