Also, of course, they began establishing the idea that it was fundamental to our form of government that the newspapers should know everything, that these irresponsible young men should know everything that went through the mind of any public official. If he had a conversation with any public official, they would say, “Have you consulted Secretary Ickes about this?” If you say, “No,” then Ickes is offended because they say, “Perkins refuses to consult with other Cabinet officers.” If you say, “Yes,” then they've got to know just what you said, what he said, why he said that, and then they've got to go ask him what he said, what he meant, and whether he was going to cooperate or not going to cooperate “Are you going to cooperate with Harry Hopkins?” You know that it's going to be poison to you and your Department if you say that you're going to cooperate with Harry Hopkins - “Labor Department cooperates in giving out relief.” That's nonsense. But the word “cooperate” is a vigorous word. You should always cooperate with something, God knows what. So you would try to think of something to say like this, “Well, there's very little that the Labor Department as a department can contribute to the relief program, but of course any assistance that Mr. Hopkins should ask for, if it's within our competence, we would be glad to
