“Well, the people in Toledo don't think so,” said the newspaper man from Toledo.

I said, “No leading citizen or government official of Toledo has asked us to come in, and I think they'll be able to handle it.”

“Well, I'll attend to that,” said he. He went right out, got the editor of the paper on the telephone, and within an hour a telegram came signed by the editors of the two newspapers and the mayor of Toledo asking me to come in person to Toledo. It so happened that I couldn't possibly go. There were other things of greater importance in Washington that I had to attend to - legislation of one sort or another. I think it was just at the time that we were holding the hearings on the Social Security Bill. In answer to this telegram I wired them back that I would send Assistant Secretary Edward F. McGrady. Right away these reporters from Toledo and surrounding cities came in and said, “What about this? McGrady going out? Have you ordered McGrady to go?”

How McGrady was the kind of person you couldn't order, and besides no lady ever orders anybody to do anything. That isn't the way women administer. I don't know that men can administer that way either, but certainly a lady can't If I wanted to insist that somebody in the Department do
