the early part of the second week. Whether the President's emergency powers wear passed that week, the next week, or the week after, I can't at this moment say, but the records will show that. Whether he had to act under the emergency powers, or whether he acted under some more general powers, I don't know. But, at any rate, the idea was that he should get a large appropriation from congress and that he set up an agency under executive order. I think this must have been planned under the emergency powers, because he wouldn't have the power to set up by executive order a new agency. He was to set up a new agency. I don't think we had a name for it at that time. He was to appoint a director. I said, “Isn't that the key to the whole thing - the director?”

They agreed it was and so we discussed who should be the director. “Well,” said Harry to me, “Bill and I have decided that it ought to be one of us. We don't care which. We've decided that there are other people just as smart as we are in the country, but nobody else in this country who is in the relief business, who has had experience as a relief administrator, has given as much time and thought to this particular project at this particular time. Either one of us could get a started right off. Next week we could begin to put out the money. There are other possibilities - Robert Hunter of Chicago, Frank persons,
