was not the kind of a man who made a lot of noise. He never raised his voice and he wasn't that sort. He was a very good analyst and he wasn't afraid of anything. Anyhow, the President finally said, “I guess I prefer Hopkins. Anyhow, the Mayor wants Hodson and has so told me. Hodson's going to be the administrator for New York City. That's just as important as this. The mayor wants him and I think that's the best way. So we'll take Hopkins.”
It was as simple as that and the beginning of the Hopkins rise. He knew Hopkins then, but he didn't know him well. He had none of that intimate friendship or reliance. He just knew him as he knew lots of other people who had been doing things in New York State and doing things in the government. Hopkins had been the administrator of unemployment relief for the state. As such, he had occasion to see him, but not very much, because we had a good State Charities Aid department and a good welfare department. He'd worked more through the organized government than he had through the Governor direct.
The organization was named the Federal Emergency Relief Administration (FERA), out I don't remember how the name was chosen. I don't remember any discussion of what it was to be called.
