day. Nevertheless, within two days I had to go up on the Hill and testify as the principal representative of the President in this field, explaining to Congress before whom the bill was to be heard - they had rushed that bill right in. A committee called hearings right away. I don't even remember which committee it was I was so rattled. This was my first committee appearance before Congress. I don't remember the name of the committee now even. It may have been appropriations for all I know, because, of course, an appropriation was necessary to go with it. The thing is a blur in my mind, except that it was held in a very large committee room and that the attendance was enormous. I had supposed that when you appeared before a committee, you appeared before a committee, and there wasn't anybody else there. But I appeared before hundreds of people who were standing around on the edges of this committee room, as well as the learned men sitting at the table, whom I presumed were the committee.

I want up and testified as best I could. In the mean- time, I had had the job of reconciling Bill Green of the AF of L who had heard of this proposal to pay a dollar a day. He had heard of this one way or another-through the grapevine, or gossip. He hit the ceiling at the idea to paying a dollar a day for wages. The President said to me, “You go reconcile Bill Green.” I had to reconcile Bill Green.
