Americans don't know how to set up a camp of 500 men, have it sanitary and all that kind of thing. There's a science to it. That's part of military science - to know how to set up a camp, keep it sanitary, clean, and police it, and so forth. I don't think the foresters know about that. They don't work with such a crowd as that. They don't live in tent camps.”
Well, that was an idea. They began to reconsider the military. The military might have its uses. Well, all right, the military could do some of it if they were strictly under the orders of the Department of Labor and the Forest Service. Then we hit upon the idea of having a director of this project. Roosevelt had called it the Civilian Conservation Corps; because the military entered into it he wanted to get clear of the idea that there was any military significance, so he said, “We'll call them civilians. These are not military people. They are not the military personnel. They may ware the army shoes. They may ever wear discarded army uniforms if there's nothing else. The Forest Service will have to buy the picks and shovels and the axes, the ropes, and other things they use in forestry work. Frances will recruit them. We'll arrange for the shipping.”
