people were certainly not their friends. So we began to get these Democratic rumblings that “ They're not appointing Democrats.”

Jim Farley did simply heroic work on smoothing out that kick. He went up on the Hill. He talked to them all. He cozied with them and told them how good it would be. He said, “It doesn't matter whether we appoint your friends or not. This has got to be quick. We'll get more out of it in the end. We'll be firm in the hearts of our countrymen.” He took a tour around the country and saw the state committee- men or had them in to Washington. He did everything he could to ease Harry's way in this organization. Of course, Hopkins proceeded right along without paying any attention to the political squawks, or at least he seemed to be so proceeding.

We had to take account of the existence of the sovereign states as well as to do this with some sort of speed. As I've said before, the Roosevelt administration certainly believed that it was bolstering up the sovereign states and expected the sovereign states to do most of the work in this whole thing. In order to do that Hopkins had to cooperate with and seek the assistance of the Governors of all the states. The Governors of all the states were not necessarily Democrats. There were many Republican Governors. So when
