a Republican was the Governor of a state, Hopkins went direct to that Governor. He was, after all, the Governor of a sovereign state and if any recommendations were to be made to his Legislature for matching appropriations, or small appropriations to go along with this, certainly the Governor must ask for them and certainly the Governor must be consulted about who would be the director and what would be the machinery for the operation of this relief in his state.
Who would pick the projects upon which they should work? Could they be picked here in Washington? Could the projects which could be useful in the State of Michigan, which happened to have a Republican Governor, be determined by somebody in Washington? would be know exactly where something needed to be done in Michigan?
Of course, it proved in the end to be a very wise policy to have the local people think up the projects. They thought up good projects. As the operation increased, they thought up better and better and better projects, until finally they were repairing the state college and state university buildings, grounds, walks, laboratories, with relief work labor. Not only that, but they were putting all their public parks in order. They were building playgrounds and swimming pools in connection with their public schools. All kinds of things were being done.
