He said, “Why not?”

So I told him just what I've said now. I didn't tell him exactly in the words I've used now, but because what I've now said must reflect some knowledge that I didn't have at the time, some wisdom that's come from thinking about it. But I was aware of the fact that he did not have the temperament. I did know then, and pointed out then, the money hazards of it, and this terrific attention to administrative detail that would be needed. I said, “I think it's very hazardous that he should take charge of that.”

He said, “Hugh'll be wild.”

I said, “I know he will. Ask somebody else, Mr. President, what they think about it. Ask McIntyre. He's seen a lot of Hugh.”

He called McIntyre in right then. I said, “Of course, I don't know about Johnson really. I've only known him a short time, but I have tried to study him and this is what I fear - he's too rattled, too exuberant, and too excitable. Those very qualities which will make him a good leader for putting over this strange new program which we call the NRA are just the qualities which will land him, you and all of us in a heap of discredit and scandal, because he doesn't know how to control himself or others. I don't think he has any administrative skill at all in the sense of going after
