people, asking them to make everything available to you and so forth, and to make you quickly acquainted so that you can get a bird's eye view of the thing within two days. You won't have to wait for weeks to get an appointment, gradually stumbling around to find out what the system is. We'll have it all laid out.”
It was a very well planned arrangement. We did know these people. I did write at once to Leggett. I wrote to my other friends in the Ministry of Labour. They all replied they would see the commission. Chalmers was tipped off as to what he had to do. Chalmers got there a week early and got everything all lined up.
I was going to Geneva and was to sail on a certain day. After I left Geneva I was going to London to join them there. They would arrive in London at about the time I was to arrive in London - perhaps a few days earlier, but not much more than a few days before I left Geneva. I made it quite clear that I was only going to be there ex officio. This was not going to be a government dominated thing. I would be there to make the liaison with the government, but they would be perfectly free, and in fact encouraged, to consult with organizations of labor, organizations of employers and citizens generally.
