he would go off on a bat on Thursday and wouldn't show up until a week from Thursday. Then he would declare that he never had said that code was all right and that he wasn't going to sign it. In the meantime everybody had gone to work and had it all set up. The apparatus for enforcement was all in order. That, of course, made the trade associations sore. The labor people were very nice about it, but they didn't like it. They'd agreed to the code and then Johnson said it was all off, but they were more generous, for the most part, than the others were. The people in the organization began to be very, very uneasy about it all. They didn't know how long they could carry this.
I don't know that his starting to drink again was rather sudden. I don't know anything about his past really, because I never knew him until he turned up in Washington. However, I gathered from what I was told by others that he had been an alcoholic, and not just a heavy drinker, for many years, and that he'd had other busts of this sort, then had sobered up and would stay sober for six months or so before having another bust. There was nothing new in this pattern apparently. The only thing was that he had gone through a fairly long period of not being particularly sunken in his cups.
