Robinson had told him when he reached the NRA offices that the General was in very bad shape, that he'd been drinking heavily and all night long. Although he hadn't shown too much of it, hadn't been reeling or staggering when he came into my office, by the time he reached the NRA office, perhaps having had a nip in the automobile coming over, he was in such bad shape that she and Pat Johnson had just hustled him out and taken him to the Walter Reed Hospital. I think he had been alone in his office for some time and had obviously tanked up some more. He must have had a quart extra.

Anyhow, he was in delirium tremens when he got to the Walter Reed Hospital, but this was not the first time. He'd been many times in the Walter Reed Hospital and was often really gone. Of course, nobody was to know this. Richberg told me this and I promised never to tell Wagner, which I didn't. I told nobody.

Day after day went by. The bill was drafted. We had promised to show it to General Johnson. Richberg was very alarmed about having the bill introduced if it hadn't been shown to General Johnson. Robbie knew that a promise had been made to show it to General Johnson because she had heard General Johnson's telephone conversation with Richberg. She'd been in the room. The bill was prepared
