saying that he had delegated this to Richberg but that before anything was signed and any bill introduced he wanted to see the bill. Well, that's a reasonable request. He wanted to know when he'd see the bill. It was now Wednesday or Thursday and Wagner wanted to introduce it the first of the week. He said he'd see it sometime, any time.
So we went ahead with our preparations and we all finally agreed. We agreed that the Labor Board and function should not be in the NRA. At this point we agreed that it should be in the Department of Labor. Wagner later changed his mind on that, but that has nothing to do with this particular episode about General Johnson.
Rifkind came in before the conference was over and then he, Wagner and Wyzanski went away together and proceeded to work on the draft of the bill. Richberg went back to the offices of the NRA. By the time he got back to the NRA the General had gone. Richberg telephoned me that afternoon saying, “The General went off just before I got back to the NRA. He has not come back and I understand from Miss Robinson that he's not likely to be back for a day or two. I'll call you at your home this evening.” At that moment we had gotten to the point where we didn't like to talk on the business wires about the General.
So Richberg called me that night. He said that Miss
