realizing that and he's done the right thing. He's done what a person who is slightly incompetent ought to do - delegate an agent. This may be very lucky. We'll come to some kind of an agreement.”
So he went off. We all looked at each other and said, “Well, all right.” Wagner said, “Do we all understand each other clearly - we four? General Johnson has delegated to Richberg the duty to represent him and whatever Richberg agrees to with the Secretary of Labor and me goes.”
“That's right.” We all four understood it. That was it. So we settled down to go to work on the detail of it. We explained to Richberg all the reasons for not having it in the NRA. We laid them out and had a record taken of it. I called a stenographer in so that there would be a written record of what was said at this point. The stenographer had not been there for Hugh's performance, but I wanted all that Wagner said, all that I said, all that Wyzanski said, all the questions that Richberg asked and our answers to them to be made a matter of record so that they could be put in the archives of the NRA and shown to Hugh later if he came to his senses some time, which he would, of course.
Then the telephone rang for Richberg. He went to the telephone and it was the General speaking from his office,
