particular industry or locality their right to have a union should be recognized, a right to speak up.
We didn't know what we were getting into. It didn't seem like very much then. It would have been a good idea if Bob Wagner hadn't gotten too hot about it later on. Such a thing as the National Labor Relations Act wasn't thought of. Bob invented that when he got mad later on.
Whereupon, anyway, Richberg undertook to draft a clause which would recognize the right of representation by the union in the particular factory. This law was to give to employers the right to make agreements with each other which would put them all on a uniform basis in their practices, pricing, methods, all that kind of thing. This was in contradiction of the anti-trust laws. These were codes of fair competition. This was a movement for fair competition. It was really a movement to destroy unfair competition, only that Johnson had a psychological theory that you put everything in the positive, which is a good theory. It started out to stop unfair competition. The industries were killing themselves by competing with each other unfairly. If you could get them all on a fair level that they agreed to, they would then all live.
