President and he were having rough going and the President wasn't altogether good to him two or three years later. Douglas was a very good man. He was a very faithful public servant in many ways. He resigned a year or year and a half or so later on a series of other issues. At that time I told him he shouldn't resign. I said to him then, “You and I haven't seen eye to eye about everything, Mr. Douglas, I know.”
He said, “Yes, I know we haven't. You have been more persuasive than I have on some occasions.”
I let it go at that, but I knew what he was thinking about. We were being very polite to each other. I said, “We haven't seen eye to eye, but I want you to stay on. I think you are an effective influence. You have fine ideas about the budget.” He did have excellent ideas about budget organization and administration, and the control of budgets, so that once the appropriation is voted the President doesn't lose control of the expenditure of the appropriation, but continues his direction of it and control of it through the Director of the Budget, which is the only place he can. He had very good ideas and he had dealt with things that were pretty helter-skelter. When we came in in 1933 it was very helter-skelter. The budget office was badly organized, very badly organized.
