the government proposes it, or you propose it, or one of them proposes it. But after I know that both groups think it's tolerable, then we will begin making an arrangement to get together. But I will not let them know that you've made the proposal. I want you to know that.”
That was all right. I went back to Washington that night feeling that I was really the top of the walk, that I had got somewhere. I sent for the union people the next day. Who they were I don't remember, but by this time Hillman was certainly advising them. He was after all much more experienced than any people in the union were. There wasn't anybody in the union that was worth two cents really who had any judgment or any skill in negotiations at that time. I asked Hillman what he would think of this. He said, “Where did you get such an idea as that?”
I said, “Oh, I just dreamed it.”
He said, “That's very interesting.” He laughed over the telephone. Then he came over. He said, “That's very interesting, very interesting. It might be a first step in. It might be the way to begin to talk. It's not such a bad idea. Did you think it up?”
I said, “Yes, I just dreamed it up.”
