we must proceed with unusual caution so that we are not caught in the position of deporting a successful labor leader, or attempting to deport a successful labor leader.” That had been charged against the Department of Labor in the past. It was charged against them in the Wickersham Report. The question was raised in the deportation of two Englishmen who, however doubtful their purposes may have been, were never proved to be guilty of anything that was against the law in the United States, but they were deported when they took an active part in the Lawrence textile strike. This was before we ever came into the picture. I was familiar with, as were Reilly and some of the elder members of the Department, the general denunciation of the Immigration Service that had gone on at that time when they picked up and deported two successful labor leaders who were in the midst of helping out with a strike, although they were not officers of the union and were frankly non-naturalized British subjects.
So we realized we musn't make that mistake, mustn't get into that hole again. We had to be sure that we knew that this man really was attempting to overthrow the government of the United States by force and violence before tangled in the situation and started to deport him.
