I am fully aware of the problem. It is true. The Supreme Court, as at present constituted, has been very antagonistic to the proposals you have made. But there are certain members of the Supreme Court who are most anxious to retire, and if my bill for their retirement at full salary can be given administration support, I don't think there's any doubt - in fact I know for a fact by personal conversation - that there will be two resignations within a very brief time, and probably three. That will give you everything you need. I hope you're bringing us here today to tell us that you're going to support it.”

“Well, not exactly that. That's a good bill, Hatton, an excellent bill,” said the President. “But we have some other things and I want the understanding of the members of Congress on them. I want them discussed here so that we'll have a complete understanding between the Cabinet and the leaders of the Congress. I think we should make some profound changes in the composition of the Court. The courts everywhere are behind in their work. The Supreme Court is behind in its work. That's one of the great problems of the country. There is a delay in the execution of justice. That's a very terrible thing, a very costly thing for the
